I thought you'd like to know that there is an energizing discussion taking 
place on the AAACE-NLA regarding program quality and improvement, based on Tom

Tom initially asked:
Does the field or doesn't it know what it means when it makes references to 
the "quality" of an AEL program? Has anyone who has received funding for 
research, professional development, etc. activities to improve AEL programs 
documented that they have gone to an AEL program somewhere and made it 
demonstrably better, i.e., that they have improved its "quality"?

My question to you:
Based on your practical experiences, what are effective practices that lead to 
program quality? For example:

- What are some program-based professional development delivery models you've 
seen or used that have proven effective for you?
- When is on-site professional development most effective? (under what 
conditions)
- What program improvements, promising practices, or student achievements have 
you seen as a result?
