Hi Stacy,
I have taught family literacy in my small community and I used a Parents and 
Preschoolers: Learning Through the Library (A process guide).  It is written 
by Barbara Hynek and Frances Thomson , 1996.  It is a book that allows you 
to plan a story time (Headstart type program) as well as a get to know the 
library and it's resouces program.  I'm sure you've tried the Women's 
Centre's libraries, how about women's book store's?  Good luck.
