A great deal of time and money could be saved, for example, by a visit to the Defense Language Institute English Language Center which has spent decades measuring language acquisition and reporting results to the U.S. Department of Defense. They have the tests and the training management systems for doing all of this. The results have to be reliable, because they are training, measuring and reporting on thousands of military personnel of all ranks and specialties and can't afford too many errors in judgment. I retired from DLIELC twenty years ago and feel that their resources are tried, true and among the best. They have been dealing with ESL and literacy since not long after WW II.
