I, too, was involved in what I call the 'hay days' of workplace
literacy, Lloyd.  Going to Milwaukee for those international conferences
was one of the best ways to stimulate growth that I've seen in all my
years in government.  A number of us from Alberta, Canada, made
presentations at these conferences, and we always came back reenergized,
and dare I say, proud of the work we were doing.  Unfortunately we lost
momentum over the years, and we are now trying to rebuild system
capacity - luckily with the infusion of new funding through the
department I work for.  While I'm now funding innovative ESL
programming, I still try to keep my finger the workplace
literacy/essential skills pie.

Thank you for reminding me about the great work that Paul and Sue did.
I just retrieved it and intend to read it on a flight I'm taking next
week to Newark.

There are still some of us left in the field from those good old days of
NWLP projects.
I just want to add a few words to what you said. I feel that one of the
saddest consequences of the departure of the National Workplace Literacy
Projects from the scene was the loss of opportunities for the
practioners to
meet. The national conferences in Milwaukee and later in Detroit and
Chicago
were wonderful educational moments where we could compare notes and
discuss
our projects and problems. I felt we were working towards a national
organization of people who knew the joys and pitfalls of workplace
education
Hopefully we can re-create this in the future. Best to you.

Thanks, Gary.  It's nice to know this work is useful.  I believe the
handbook you referred to has been widely used in Canada and also in
Massachusetts and New York State.  I continue to use it in my work in
the
planning of career pathway programs in New Jersey.

A little more history:

-- The ABC CANADA guidebook that Gary refers to grew in part out of the
"team evaluation" work that Laura Sperazi and I did at NIFL.

-- One of the partners in Gary's organization, the Civil Service
Employees
Association, was part of an informal network of workplace educators that
grew out of both the National Workplace Literacy Program and the NIFL
and
ABC CANADA research on collaborative (team) approaches to worker
education.
The network, called the Workplace Education Collaborative, met off and
on
for about two years in upstate New York and Massachusetts.

My point is:  Investment in demonstration projects in workplace
education
paid off not only for the workers and companies that participated in the
programs but for the practitioners who developed and shared new
workplace
education practices.

Thanks to the organizers of this NIFL discussion list for providing a
vehicle for continued  collaborative development of our field.

for ABC Canada along with Sue Folinsbee back in 1994.  I am using it as

guideline for us to conduct a NY statewide assessment of NYS-CSEA
represented employees need for ABE courses.

I'm now catching up on emails and found the exchange below regarding
evaluations of NWLP programs.  A few comments:

-- Yes, the ERIC Clearinghouse at Ohio State University (mentioned by
David
Rosen and Jim Parker) has/had an archive of the evaluations of the NWLP
programs.  This archive was reviewed by a national panel of experts to
identify some particularly useful evaluation reports.  I'm not sure
whether
this valuable material is still accessible.

-- The "Voices from the Field" report is a good summary of a two-day
meeting
of NWLP project representatives.  Participants had a chance to identify
recommendations for improving the NWLP projects.  This discussion led to
some changes in NWLP policy. (Laura Sperazi and I were the authors of
that
report.)

-- When NIFL was first launched, the Institute funded Laura Sperazi and
me
to do a series of documents on workplace education evaluation. These
included (a) a series of case studies of  workplace education programs
which
used a "team"  approach to evaluate program activities (a
multistakeholder
team planned and carried out an evaluation of program activities); (b) a
handbook on the team evaluation methodology which we developed, and (c)
a
literature review about approaches and issues
related to workplace education evaluation.

Given the continued importance of educating the U.S. workforce, it would
be
great if policy makers and practitioners take the time to learn from
past
experience as they consider how to build effective workforce learning
systems in the U.S.
